$13 USD 3F UL GEAR rain kilt
Stuff sack
The 3F UL GEAR rain kilt is available for $13 USD delivered on Aliexpress.

  • Lightweight and waterproof 15D Sil-Nylon rain kilt
  • Good rain protection and breathability
  • Velcro wrap, comfortably fits waist sizes 60-100cm
  • 68g + 3g (stuff sack)

This waterproof rain kilt protects the area from the waist down to the shins from rain and scratchy scrub.

It secures around the waist with a velcro attachment.

The benefit over rain pants is that it doesn't require removing your shoes to wear, and is more comfortable on warm days where rain pants would be too sweaty.

The open design also provides good ventilation, comfort and mobility.

Specifications
  • 15D Sil-Nylon material (5000MM waterproofing)
  • Velcro waist strap attachment
  • Seam sealed
  • Blue, white colours
  • Tyvek (white) version for ~$5 USD extra

Sizing
  • 70cm length. Hangs from waist to mid-shins on a ~6 ft tall person
  • 177cm width unfolded

Pros
  • Lightweight
  • Quick to unpack and use (compared with rain pants)
  • Loose around your legs - so you can stride freely
  • Multi-use item: e.g. use as a groundsheet, tablecloth, or to sit on

Cons
  • Rain pants probably more suitable for freezing rain/snow
  • One size only: very short people may need to wear it higher up their waist, or fold/modify it
  • Hem not weighted - in windy weather it could billow? (could rotate it so the wind is not blowing into the flap)
  • Velcro waistband is not as secure as a drawcord, can catch on some materials, and the hook side can be scratchy on the skin
  • Velcro only wraps one way and eventually loses its stick
  • Sil-Nylon can cling to skin when saturated
  • Still need gaiters for full leg protection
  • Semi-transparent. Not great as temporary clothing (e.g. while washing pants/shorts)

Other rain kilts can come with features like a drawstring at the waist, snap button closures or a zipper at the back.

If you can make your own, you will get a custom fit and the features you desire, but it still probably won't be cheaper.

There are also some ways of making a skirt from material you might already have. e.g.
